Introduction
Many different stakeholders play a role in identifying the need, converting mobile big data into actionable insights, and realising impact from the insights. The large number of stakeholder groups - and the plethora of organisations and individuals who make up these groups - can create a complex environment for implementing solutions.
Identifying and engaging the relevant stakeholders in each setting is essential to forging effective partnerships. An element of interdependence occurs between and among stakeholders, as the concerns of one can be overcome through the enabling work of another. For example, public sector actors can change their regulatory frameworks to allow use of aggregated mobile data indicators, while still protecting the personal information of individual mobile users. Fundamentally, the potential overall benefits to society should be the guiding force for the ecosystem.
